LEGAL REGULATION OF EXTREME SPORTS IN THE RUSSIAN FEDERATION
Abstract
Aim. To study the concept and characteristics of extreme sports as a new phenomenon in the Russian Federation; to determine the boundaries of legal regulation of extreme sports; and to propose approaches to the regulation of this sphere of public relations in order to minimize the potential adverse consequences for persons engaged in extreme sports. Materials and methods. The authors analyze the practice of certain extreme sports in the Russian Federation as well as Russian regulations on extreme sports as compared with the experience of the development and regulation of extreme sports in foreign countries. Results. Extreme sports are considered to have become more popular and involve a wide range of people, both as organizers and participants. The analysis shows that there is no legal definition and universal characteristics of extreme sports, as well as requirements for the organizers of extreme sports in the Russian Federation and abroad. Conclusion. The necessity to improve legislation with respect to the regulation of extreme sports has been established. The following solutions have been proposed: to define the notion of extreme sports in the law on physical education and sports; to introduce compulsory licensing of extreme activities; and to develop the corresponding by-laws that establish requirements for certain extreme sports.
