DEVELOPING STRATEGIC PLANNING PRIORITIES FOR THE TOURISM SECTOR IN THE RUSSIAN FEDERATION

Abstract

Aim. This paper conducts an empirical analysis to identify strategic planning priorities within the tourism sector of the Russian Federation. Materials and methods. The study employs theoretical methods, including a comprehensive review of public policy, federal and regional sector-specific laws, regulatory documents, national projects, and state programs in the tourism sector. Results. Analysis of the goals and metrics in strategic planning documents revealed internal inconsistencies, missing data, and duplicated indicators across state programs. These flaws impede objective assessment of program effectiveness and prevent the establishment of a coherent strategic framework. The findings suggest a need to distinguish between performance indicators and outcomes and to realign the indicator-outcome matrix within the planning documents. The tourism management system can be considered through the lens of interconnected components: institutional, strategic, legal, informational, technological, economic, financial, social, and those related to business climate and sustainability. Conclusion. A comprehensive analysis of the tourism strategic planning system is crucial to improve management efficacy, establish criteria for selecting policy instruments, and develop unified methodologies for enhancing state regulation. This is critically needed to adapt to evolving tourist flows and a rapidly changing market.
