CONTEMPORARY LEGAL PROBLEMS OF MASS SPORT DEVELOPMENT IN RUSSIA
Abstract
Aim. The purpose of this study is to assess the current state of legal regulation governing mass sports in Russia and to identify key areas for its improvement. The level of public involvement in mass sports has been stable over the past ten years, as has the number of citizens who regularly take part in physical education. The author analyzed potential areas for the development of the sports service sector, prospects for enhancing its accessibility, and scenarios for the future development of legal regulation for mass sports events. Proposals are made to differentiate the legal frameworks for physical education and for sports. Materials and methods. The research employs standard legal methodologies for assessing the effectiveness of legal regulation, adapted specifically to the sphere of physical education and sports. Results. The study identified the following shortcomings in the legal framework and its enforcement for mass sports events: the lack of clearly defined participation parameters tailored to different age groups and the arbitrary determination of organizational fees for participants. Conclusion. The absence of a clear regulatory procedure for mass sports events provides organizers with excessive discretion, significantly undermining participant protection. Similarly, the regulation of sports services is incomplete, as it lacks mandatory rules for action in emergency situations. Therefore, normative intervention is required. The author has developed proposals to delineate the legal responsibilities of mass sports event organizers and providers of physical education services.
